Dapper Penguin

A diminutive and very unusual vintage silver plate figure of a penguin bedecked in a top hat and tails, (or penguin suit as it is referred to colloquially), holding a walking staff. Unknown whether it ever had a functional purpose, or just a novelty item.  Possibly a bottle stopper for a fancy vintage? He has remnants of a stamp on the base that, on further investigation, could read ALPACA, referring to German Silver (or Plate).  The penguin figure was a common design for tableware in the early 20th Century (salt & pepper, ice buckets etc). He is very fancy and quite the talking point!
