Vintage sculpted bust maquette of a man.  Unfortunately it is not signed (as far as we can tell), but obviously produced by a talented artist.  Maquettes are prepared by sculptors as a first stage to producing a finished piece, which in some cases can be many times larger. Has a great look with no cracks.
